Digital skills of the school manager: a discussion about relevance, practices, and challenges

Abstract

The new educational models require professionals who interact with digital technology, not only with familiarity, but with the ability to apply these resources strategically and proactively. Reality demands a constant redefinition of educational practices and the digital skills of the School Manager appear as fundamental for the innovation, promotion, and efficiency of educational actions. The aim of this study is to investigate the definitions, professional contexts, and perspectives of the School Manager's relationship with digital technology. We start with the following question: how do the professional practices of School Managers, and the challenges they face, reflect the need to develop digital skills? The study is justified by advancing the discussion on the specific professional needs and practice of School Managers. To this end, a systematic review of the literature was carried out through the planning, conduction, and description stages of the study. National and international databases, Scopus, B-on and Capes Repository, were used to search for studies related to the topic. In short, all the studies analyzed confirmed the need and relevance of School Manager Digital Skills in the current educational situation, however, a significant conceptual gap is identified, as the texts do not detail which specific actions make up this set of skills. Additionally, the study showed needs and challenges related to the acquisition and application of these skills, such as the lack of national pedagogical models based on digital practices. The lack of public investment policies in structure and training for innovative school management aligned with contemporary demands was also highlighted.

Author Biographies

Luís Manuel Antunes Capucha, Isntituto Universitário de Lisboa - ISCTE

Sociologist, associate professor and current Director of the Department of Political Science and Public Policies at ISCTE-IUL and researcher at the Center for Research and Studies in Sociology, since 1987. Member of the National Education Council. He was director of the Sociology, Problems and Practices Magazine.

The main research themes are policies to combat poverty and social exclusion, social policies, education and training policies, popular cultures, rehabilitation of people with disabilities and planning and evaluation methodologies. He is the author of books, book chapters and magazine articles and other titles (more than one and a half hundred) published in Portugal, the United Kingdom, Germany, France, Spain, Italy, Brazil, Mauritania, Belgium and Angola. He presented communications and conferences at around two hundred scientific meetings in Portugal and abroad. He was General Director of the Department of Studies, Foresight and Planning of the Ministry of Labor and Social Solidarity (1998-2001), General Director of the General Directorate of Innovation and Curricular Development of the Ministry of Education (2006-2008) and President of the Agency National Qualification (2008-2011). He was a member of the European Union Employment Committee. He is an active contributor to various social, professional and local associations.

Francisco Herbert Lima Vasconcelos, Universidade Federal do Ceará - UFC

He is an Assistant Professor III at the Federal University of Ceará (UFC). Master in the area of technology applied to education and teaching methodology with learning objects in the teaching of Natural Sciences and Physics in Computer Science from the Federal University of Ceará (UFC) and has a PhD in the research area of Effectiveness and Performance Assessment of Learning with Multidimensional and Multilinear Analysis, in Teleinformatics Engineering, also from the Federal University of Ceará (UFC).
He was a consultant for PASEM-Mercosur Educational Support Program carried out by the European Union, coordinating international educational missions. He is an ad hoc consultant for the Ministry of Education (MEC) and the Basic Education Directorate (DEB) of the Coordination for the Improvement of Higher Education Personnel (CAPES). He is currently Secretary of Education of the Municipality of Sobral-Ce, and permanent professor and advisor of postgraduate programs at the Master's level in Science and Mathematics Teaching and Master's in Computer Science, both at UFC, in addition to teaching the Master's degree in Science and Mathematics Teaching from IFCE.

Claudemir Cosme da Silva, Universidade Federal do Ceará - UFC

PhD student in Teaching at Renoen - Federal University of Ceará. Master in Mechanical Engineering from the Federal University of Ceará, developing research in Performance Analysis of Solar Collector with Nanofluids: Computational Numerical Modeling. Specialist in Physics Teaching. Graduated in Physics from the State University of Ceará. He has experience in the area of Physics, with an emphasis on Physics Teaching.
